NOTE Always make certain you understand the difference in meaning and content between progressive forms/ingforms/ and whether or not one or the other is the most suitable variant to use. Consider circumstances, whether it is an ongoing thing, "simultaneous", or not.  The Swedes often refer to things in words & phrases like "Vad håller du på med?"   "Vad i hela fridens namn höll de på med när jag kom tror du?"   "De håller nog som bäst just nu."  These are all typical sentences when we need "the ingform".

 

If it's a matter of general circumstances, conditions related to  something like everyday matters or not, what's usual, common or repetitive; stay away from progressive form.

When something is unique, or is going on at a certain time or place, a continous action such as writing, talking, driving, wondering etc. we are considering something for the very first time and somebody just noticed  what's going on ... 

... something is/was or will be going on at a certain time.
